Solution Proposals

While there are a variety of infrastructure issues across the Eagle Mountain-Saginaw School District that impact citizens daily, there are a number of projects being proposed and considered that would address them. A variety of departments and local governments are responsible for the upkeep and maintenance of roads and local governments are always looking at what kind of initiatives to pursue to serve their constituents. The projects below would greatly improve safety and reliability for students, families, and the entire community.

What do we need?

PROJECTS 1 - 6

We need support from our partners to develop a plan to improve the roads identified on the situation page. Projects 1-6 represent needs spanning from the most southern edge of our district along 820 in Fort Worth, to the most northern portion in Newark, and to the central area of our district in Saginaw. We’re asking our city and community leaders for solutions to improve the infrastructure and, ultimately, make our community safer for everyone.

PROJECTS 7-16

In addition to Projects 1-6, there are a number of road improvements that have either been discussed, identified as a need, or earmarked for funding by another entity. Eager to see these plans come to fruition, these projects are highlighted below. It’s our hope that these projects are all funded and completed in a timely manner for the betterment of our fast-growth area.

Project 1 - FM 1220/Boat Club Road

The Texas Department of Public Safety (TxDOT) is responsible for the upkeep and maintenance of Farm to Market (FM) 1220, also known as Boat Club Road or Morris Dido Newark Road.

Challenges

  • No sidewalks for students and families
  • Poorly-lit roadways
  • Inadequate space for pedestrians

  • Eagle Mountain Elementary
  • Eagle Mountain High School (opening 2024)
  • Future Middle School
  • Future Elementary School(s)

What's ahead

  • Eagle Mountain High School opens in 2024
  • New Middle School planned in that area
  • New Elementary Schools planned in that area
  • Significant residential housing development in progress or planned.

Solution

  • Improve lighting
  • Expand to four lanes north of Bailey-Boswell to Peden Road, while also providing turn lanes for residential and Eagle Mountain Elementary School traffic.

Project 2 - Bowman Roberts Road

The City of Fort Worth is responsible for the upkeep and maintenance of Bowman Roberts Road.

Challenges

  • No sidewalks for students and families
  • Poorly-lit roadways
  • Inadequate space for pedestrians

  • Dozier Elementary School
  • Greenfield Elementary School
  • Ed Willkie Middle School
  • Boswell High School

What's Ahead

Solution

  • Improve lighting
  • Rebuild concrete road and include sidewalks on both sides from Bailey Boswell Road to Ten Mile Bridge Road to accommodate residential pedestrian traffic.

Portions of this road are designated as a hazardous route to school for transportation

Project 3 - Bowman Roberts Road & W.J. Boaz Road

The City of Fort Worth is responsible for the upkeep and maintenance of Bowman Roberts Road and W.J. Boaz Road.

Celebrations – The community wishes to thank the City of Fort Worth for the improvements to this project area since the fall of 2021. At that time the City built a roundabout to improve traffic flow and correct the misaligned roads.

Challenges

  • There are still challenges as no sidewalks or bike paths were included in the roundabout.

  • 1,300 new homes planned and under construction

Project 4 - W.J. Boaz Road

The west half of W.J. Boaz Road from Old Decatur Road to Boat Club Road is the responsibility of the City of Fort Worth.

This project is impacted by the passage of the May 2022 City of Forth Worth Bond Program.

Project 5A - Old Decatur Road

The City of Fort Worth is responsible for the upkeep and maintenance of Old Decatur Road.

Challenges

  • High traffic area with gaps in sidewalk system
  • No sidewalks or bike lanes for students, families or residents
  • Current configuration cannot adequately handle traffic

  • Remington Point Elementary

What's Ahead

  • Commercial development is in progress at the corner of Longhorn and Old Decatur Road

Solution

  • Improve lighting
  • Rebuild concrete road with four lanes to include turn lanes and sidewalks on both sides from Longhorn to Loop 820

Project 5B - Old Decatur Road

The City of Saginaw is responsible for the upkeep and maintenance of Old Decatur Road from Bailey Boswell north to Heritage Trace Parkway.

Challenges

  • High traffic area with gaps in sidewalk system
  • No sidewalks or bike lanes for students, families or residents
  • Current configuration cannot adequately handle traffic

What's Ahead

Project 6 - Bonds Ranch Road

Tarrant County is responsible for the upkeep and maintenance of Bonds Ranch Road in this area.

This project is impacted by the passage of the May 2022 City of Forth Worth Bond Program.

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit roadways

  • Significant residential housing development in progress or planned.

  • Improve lighting
  • Rebuild concrete road with four lanes to include turn lanes and sidewalks on both sides from Boat Club Road to Business 287

Project 7 - Bailey Boswell Road

The City of Fort Worth is responsible for the upkeep and maintenance of Bailey Boswell Road west of Old Decatur Road.

This project is impacted by the passage of the May 2022 City of Forth Worth Bond Program.

Challenges

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit roadways
  • Uneven sections on the roadway

Schools Affected

  • Lake Pointe Elementary School
  • Bryson Elementary School
  • Wayside Middle School
  • Boswell High School

What's Ahead

  • The second phase of Boswell Meadows housing addition is currently under construction.
  • Significant residential development is already occurring along this section of the roadway.
  • This project is currently included in the May 2022 City of Fort Worth bond election.

Solution

  • Improve lighting
  • Rebuild into concrete road and include sidewalks on both sides as well as a bike lane from Boat Club Road to the Kroger shopping center with an added divided median.

Currently identified as a hazardous route to school for transportation. Two brothers were recently killed in a car accident on this route in September 2021.

Project 8 - Cromwell-Marine Creek Road

The City of Fort Worth is responsible for the upkeep and maintenance of Cromwell-Marine Creek Road.

This project is impacted by the passage of the May 2022 City of Forth Worth Bond Program.

Challenges

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit sidewalks
  • Unsafe merging eastbound on Cromwell-Marine Creek from Bob Hanger Street
  • This is an east-west connector between Boat Club Road and Marine Creek Road to access Loop 820 and is currently not adequate to handle existing traffic and future growth

  • Parkview Elementary School
  • Ed Willkie Middle School
  • Chisholm Trail High School
  • Marine Creek Middle School
  • Hollenstein Career and Technology Center

What's Ahead

  • New EMS ISD Administration Building (opens fall 2022)
  • Future elementary school

Solution

  • Improve lighting
  • Rebuild into a four-lane concrete road and include sidewalks on both sides as well as a bike lane from Boat Club Road to Marine Creek Drive.

Currently identified as a hazardous route to school for transportation. 

Project 9 - New Road

Create extension between Boat Club Road & Bonds Ranch Road

The City of Fort Worth would be responsible for the construction, upkeep and maintenance of this proposed road.

Challenges

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit sidewalks
  • Currently there is only one way to access Eagle Mountain High School and the residential developments in that area

  • Future Eagle Mountain High School (opening 2024)
  • Future elementary school(s)
  • Future middle school

What's Ahead

  • Significant residential housing development in progress or planned.

Solution

  • Improve lighting
  • Build a new four-lane concrete road and include sidewalks on both sides as well as a bike lane from Boat Club Road to Bonds Ranch Road

It is important for the City of Fort Worth to ensure the growth-driven roads are completed as planned without an impact fee.

Currently identified as a hazardous route to school for transportation.

Project 10 - Heritage Trace Parkway

The City of Fort Worth would be responsible for the construction, upkeep and maintenance of this proposed road.

This project is impacted by the passage of the May 2022 City of Forth Worth Bond Program.

Challenges

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit sidewalks
  • Multiple railroad crossings create additional traffic congestion

  • Future Eagle Mountain High School (opening 2024)
  • Future middle school
  • Future elementary school(s)
  • Copper Creek Elementary

What's Ahead

Solution

  • Improve lighting
  • Build a new four-lane concrete road and include sidewalks on both sides from Highway 287 to the future Boat Club Road Expansion

Project 11 - McLeroy Boulevard

The City of Saginaw would be responsible for the construction, upkeep and maintenance of this proposed road.

Challenges

  • No sidewalks or bike lanes for students, families or residents
  • Poorly-lit sidewalks

  • Willow Creek Elementary
  • Saginaw Elementary
  • Hafley Development Center

What's Ahead

  • New Saginaw fire station will be added near Hafley Development Center
  • New independent/assisted living senior center is being built in that area

Solution

  • Improve lighting
  • Expand to four lanes in front of Willow Creek Elementary School from Old Decatur to Knowles Drive. Road expansion included in the City of Saginaw’s Capital Improvement Plan (CIP). The CIP has already improved community safety by expanding Bailey Boswell from Old Decatur Road to Business 287.

Project 14 - Bowman Roberts & Cromwell-Marine Creek Road Roundabout

Challenges

  • Current configuration cannot adequately handle traffic

  • Ed Willkie Middle School
  • Chisholm Trail High School

Solution

  • Improve lighting
  • Install a roundabout or a traffic signal and include sidewalks

Currently identified as a hazardous route to school for transportation.

Project 15 - FM 156/Blue Mound Road

The Texas Department of Transportation (TxDot) is responsible for the construction, upkeep and maintenance of this proposed road.

Planned

Expansion from McLeroy to 287

Road expansion to be completed and funded by TxDOT.

Project 16 - Cromwell-Marine Creek Road & Huffines Road Roundabout

Challenges

  • High traffic area with gaps in sidewalk system for safe route to/from Remington Point Elementary School
  • Current configuration cannot adequately handle traffic

  • Ed Willkie Middle School
  • Chisholm Trail High School

Solution

  • Improve lighting
  • Install a roundabout or a traffic signal and include sidewalks

Project 17 - Park Drive and Boat Club

Challenges

  • No Turn Lane on Park 
  • Lack of Adequate Signage 
  • Road Conditions are poor; shoulder falling off into the ditch

  • Improve lighting
  • Rebuild the concrete road with four lanes to include turn lanes and sidewalks on both sides

Project 18 - Park Drive and West Heritage Trace Parkway

Challenges

  • Road is too narrow
  • No sidewalk, shoulder, or turn lanes present

Schools affected

  • Eagle Mountain High School

Solution

  • Improve lighting
  • Widen the road and add a safe shoulder
  • Add turn lanes and sidewalks
